Summary Responsible for the leadership, management, and daily operations of ELQA initiatives as assigned; creates a supportive work environment for continuous quality improvement; coordinates and implements services within the agency?s mission, objectives and philosophy; sets annual goals and objectives; develops projects to enhance the growth and development of staff; develops and implements policies and procedures; maintains an effective working relationship with staff, customers, state and local officials.
Duties Essential Functions All positions operating on a hybrid schedule require a minimum of three (3) days per week of onsite presence at CCRI. Consistent adherence to the schedule is an essential function of each role, as it facilitates the efficient execution of key job duties and team collaboration.
1. Provides leadership, coordination, and oversight to all work of multiple ELQA activities, managing work to meet outputs and outcomes and preparing reports to meet fund source requirements.
2. Manages the recruitment, screening, training, and supervision of assigned ELQA staff, based on goals and objectives, to support understanding, implementation, and adherence to standardized definitions, protocols, and expectations for service delivery; supports continuous quality improvement; and conducts annual performance reviews.
3. Develops and implements systems that support accountability within assigned ELQA initiatives; compiles, analyzes, interprets, and reports ELQA data across Region 6 to improve programs and ensure that outputs and outcomes are achieved or exceeded.
4. Monitors programmatic compliance of CCR&R service delivery across Region 6 to ensure attainment of contracted deliverables.
5. Assumes primary responsibility for all grant and report writing for assigned ELQA initiatives.
6. Develops and manages budgets that respond to specific grant goals and identified priorities, monitors all expenditures for ELQA initiatives, and works with Contract Manager and Finance to ensure that all expenditures meet requirements and FSRs are accurate and within budget.
7. Provides technical assistance across Region 6 to facilitate the development and achievement of outputs, outcomes, and accurate and timely data about the services in each county.
8. Oversees development, dissemination, and analysis of CCRI?s Region 6 Training Calendar and annual provider surveys to ensure that trainings are delivered per ELQA contracts, address market needs, and meet/exceed contracted deliverables.
9. Serves as a NCCCR&R Council Member to develop a strong successful CCR&R system across North Carolina.
10. Facilitates communication within Region 6 from NC Division of Child Development and Early Education (DCDEE) and the NCCR&R Council and acts as a liaison between CCRI, DCDEE, and counties within Region 6.
11. Participates in ELQA leadership meetings and serves on internal and external committees as assigned by agency leadership.
12. Convenes meetings at least quarterly for all counties within Region 6 and at least two meetings per year for Region 6 CCR&R Directors and Smart Start Partnership Executive Directors to promote collaboration.
13. Develops and leads presentations for stakeholder groups and for local, state, and national conferences to further the goals and objectives of the agency.
14. Practices professional renewal through a variety of means such as attending regional and national conferences, participating in professional organizations, and remaining abreast of current research and literature.
15. Develops and maintains a competent, productive staff by maintaining an organizational climate of respect and equity, using feedback and coaching to build independence and quality.
16. Performs other duties as assigned to ensure the smooth and orderly functioning of CCRI.

Minimum Qualifications ? Bachelor?s and Master?s degrees in Early Childhood Education, Child Development, or related field preferred.
? NC Institute for Child Development Professionals ? EEC Level 11 (at a minimum).
? At least 10 years of experience in the early care and education field.
? Eight to 10 years of senior-level supervisory/management experience preferred; 5 years required.
? Prior senior level experience in child care administration; providing technical assistance to adults; and working with children, families, and child care programs.
? Valid Driver's License, Auto Insurance Liability Coverage, and Transportation
Knowledge, Skills and Abilities ? Demonstrated competence in leadership, management, budgeting, supervision, and strong knowledge of the state and local child care delivery system.
? Ability to establish good rapport with CCRI?s staff, program funders, community partners, and customers including child care programs, staff, and families served.
? Working knowledge of state and local eligibility regulations for funding and child care services.
? Ability to use good judgment in making decisions regarding agency policies and interpretation of local, state, and federal regulations.
? Demonstrated competence and experience with computers and database systems.
? Excellent oral and written communication and negotiation skills
? Highly developed quantitative and analytic ability
? Highly developed critical thinking and problem solving required.
Physical Demands This is a partially sedentary role; however, some physical requirements during travel and events is required. This would require the ability to lift up to 25 lbs. unassisted, bend and stand for long periods of time as necessary.
Work Environment This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
